MEDVEDJA PART OF THE PROJECT OF PROVIDING SERVICES TO THE CITIZENS MORE EFFICIENTLY

Medvedja - A project of improving the management of human resources, the aim of which is achieving a more efficient and faster providing of services to businesses and citizens, has been implemented in over 150 local self-governments, municipalities and towns of Serbia, including the municipality of Medvedja, for two years. 

The project, which is implemented by the Ministry of Public Administration and Local Self-Government, in cooperation with the Standing Conference of Towns and Municipalities, is financed by the Council of Europe and the European Union with two million euros. 

The project called "Human Resources Management in Local Self-Government" consists of two components: 1. Improvement of the legal and institutional framework for the purpose of improving the human resources management function; 2. Establishment of an operational system of professional training of employees in local self-governments.

The project aims to establish a system of serious and modern human resources management in local self-governments. The second goal refers to the establishment of orderly and efficient system for training employees at the national level.

The Council of Europe conducted a competition for  selecting 20 pilot municipalities (Bac, Belgrade, Bujanovac, Cacak, Kragujevac, Kraljevo, Loznica, Medvedja, Niš, Novi Sad, Pancevo, Pirot, Raska, Savksi venac, Smederevo, Stari grad, Svrljig, Trstenik, Valjevo, Zrenjanin) for implementing the support package for improving the human resources management function, so that special  consultancy support packages were implemented in them.

Numerous program support package activities were undertaken in those municipalities: the municipalities and cities adopted the human resources management policies, a set of training courses was held for employees in the field of human resources management; the regulations on internal organization and systematization of jobs and other relevant documents were improved. The municipalities and cities launched the process of analyzing the need for professional training, as well as the process of planning the development of the employees’ capacities, for the first time.  

The project completion is planned for the end of December, when two-day training courses on the theme of “Professional Training of Local Self-Government Employees” will be held in the selected municipalities, as well as the ceremony of awarding certificates to the municipalities that have passed through the support package program.  The final conference, at which the results of the project will be summarized, is planned for the first half of December, in Belgrade.
