GUIDE FOR TRANSPARENT FINANCING OF ASSOCIATIONS AND OTHER CSOS FROM LOCAL SELF-GOVERNMENT BUDGETS PUBLISHED

The Office for Cooperation with Civil Society, in cooperation with the Ministry of Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities (SCTM)s, published the third amended edition of the “Guide on Transparent Financing of Associations and Other Civil Society Organizations from Local Self-Government Budgets.”

The main reasons for the release of the new version of the Guide are the significant changes that were caused by the new “Regulation on Funds for Incentive Programs or the Missing Part of Funding for Public Interest Programs Implemented by Associations”, adopted in March 2018, shortly after the release of the previous version of the Guide. 

The Guide is designed to assist local self-governmental units in implementing the regulation, through greater availability of simple grant application forms and grant allocation procedures. On the other hand, civil society organizations need to be informed in order to better understand the grant allocation process, get involved in the process and contribute to the public interest through their proposals and well thought-out projects. The long-term effect of such cooperation would be more rational planning and use of limited budgetary resources, as well as sustainable funding for civil society organizations.

The development of the Guide continued with the step-by-step method used in the previous two Guides, developed by the Office, with the support of the European Union. Guiding public administration bodies through the process from the moment of defining the objectives of the call for applications, through the selection of organizations, until the allocation of funds for the selected programs and projects gives the best results. Particular attention is paid to monitoring and evaluating projects, as significant steps that should be taken by any administration seeking to be accountable to its citizens.

Special sections of the above-mentioned publication are the Methodology of Planning the Process of Monitoring the Realization and Evaluation of the Success of the Implemented Programs and Projects of Civil Society Organizations and the Procedure for Monitoring the Expenditure of Allocated Funds, as well as the Manual for its simpler implementation.

The Guide further explains all the articles of the Regulation and contains proposals for the forms necessary for the process of financing civil society organizations, which emerged from the good practice examples.

During the preparation of the Guide, two focus groups were organized, where public administration representatives and representatives of civil society organizations were consulted. The preparation and issuing of the publication was supported by the SCTM Institutional Support - Phase Three project, implemented by the SCTM, with the support of the Government of Switzerland.
