DIRECTORATE FOR CONSTRUCTION’S EMPLOYEES TRANSFERRED TO “KOMUNALAC” AND MUNICIPAL ADMINISTRATION

9. December 2016.

Bujanovac – Under a decision of the councilors of the Bujanovac local Parliament, the Directorate for Construction Public Company was shut down, while all the employees of the company would be transferred to other working places.

That was made possible by the decisions on the municipal administration and on the “Komunalac” Public Company, under which a portion of the Directorate for Construction was attached to “Komunalac”, while some employees were transferred to the municipal administration.

Radomir Ristic, the municipal attorney, said at the session of the Municipal Assembly that the local self-government had reached those decisions for the purpose of complying with the Law on the Budget System.

Mr. Ristic said that it was not possible to reorganize the Directorate for Construction and explained that "none of its parts could carry out business operations on the market."

“We have 35 Directorate employees. We also kept in mind that there is a high unemployment rate in the municipality and that usually only one family member is employed, which means that practically 35 families would be affected by the decisions. That is why they have a social component,”  "he said.

Mr. Ristic said part of the Directorate for Construction, which had 18 people and which dealt with the affairs of parking, traffic signs and public lighting, would be attached to “Komunalac”, while 17 people would be re-assigned to the municipal administration.

"There was no possibility to separate the Parking Service from the Directorate, either,   because it would not be able to operate profitably and survive independently on the market," Mr. Ristic said.

Jonuz Musliu, the President of the Bujanovac Municipal Assembly, said that the total number of 507 employees wouldn’t be changed by the re-allocation of the Directorate for Construction’s employees, whose number had been approved by the Ministry of Public Administration and Local Self-Government of the Republic of Serbia.
