CALL FOR EXPRESSION OF INTEREST FOR THE DEVELOPMENT OF A DIGITAL VERSION OF A CHILDREN’S DICTIONARY

Call for Expression of Interest

For the development of a digital version of a children’s dictionary

 

The High Commissioner on National Minorities (HCNM) of the Organization for Security and Co-operation in Europe (OSCE) has contracted the development of a dictionary for primary school children. The dictionary has approximately six thousand words on each side of the dictionary, that is to say, six thousand on Serbian-Albanian and six thousand on Albanian-Serbian side, and approximately one hundred illustrations. The final digital version will need to be accompanied by recorded pronunciation of all the words in the dictionary. The HCNM is looking to first have a digital version that can be distributed on CD ROMs to primary schools and that can be uploaded on websites of interested local and central government bodies. In the final stage, the HCNM would like the dictionary to be turned into a smart phone application for both iOS and Android operating systems.

 

The HCNM is hereby calling for an EXPRESSION OF INTEREST for the production of a digital version of the dictionary.

The expressions of interest will be accepted from private or legal persons and need to include:

  • A solution for initial storage of information for the dictionary, which will also include audio files. The solution will provide for the opportunity for subsequent amendments and additions to the dictionary’s content and ownership of copy right by the HCNM;
  • A solution for turning the contents of the dictionary into a website, including hosting and maintenance;
  • A solution for turning the contents into a CD ROM that can be copied multiple times, that will make the dictionary and its content available also when the end-user is off-line;
  • A solution for turning the dictionary into a smart phone application.

In addition to including the above elements of the technical set-up of the digital dictionary, the HCNM would like the expressions of interest to also include:

  • The cost of development of all of the above steps;
  • The anticipated cost of hosting services for such a digital product;
  • The anticipated cost of maintenance;
  • The expected time frame within which each of the above solutions can be developed.

Questions related to the technical specifications will be accepted to the same email address until 5 August 2015.
