The Standing Conference of Towns and Municipalities (SCTM) is organizing seven regional two-day trainings for employees of local self-governmental units (LSUs) on "Public Procurements in Local Self-Governments" from February 27 to April 10, 2020.  These trainings are conducted as part of the Project "Improving Good Governance at the Local Level", which is implemented through the program "Support of the Swiss Government to Municipal Development through the Promotion of Good Governance and Social Inclusion - Swiss PRO", which is implemented by the United Nations Office for Project Services (UNOPS) in partnership with the SCTM.

These regional trainings are implemented as an accredited program within the Sectoral Program for Continuous Professional Development of Employees in Local Self-Governmental Units for 2020, which is part of the General Training Program for Employees in Local Self-Governmental Units for 2020, which was adopted by the Government of the Republic of Serbia.

On December 24, 2019, the National Assembly of the Republic of Serbia adopted the new Law on Public Procurements (Official Gazette of the RS, No. 91/2019). It entered into force on January 1, 2020, and its implementation begins on July 1, 2020, with the exception of certain provisions, the implementation of which began after the law had come into force. The purpose of the training is to provide the public procurement employees in the LSUs with timely knowledge of new legal solutions and the capacity to effectively conduct public procurement procedures, as well as to carry out the procedures without irregularities.

The two-day regional training will be held in the following cities and municipalities:

Belgrade, February 27 and 28, 2020

Novi Sad, March 5 and 6, 2020

Subotica, March 12 and 13, 2020

Kragujevac, March 19 and 20, 2020

Niš, March 26 and 27, 2020

Vrnjačka Banja, April 2 and 3, 2020

Zlatibor, April 9 and 10, 2020.

The SCTM will extend timely invitations with relevant information to all LSUs according to the Regional Training Schedule for cities, municipalities and urban municipalities.

Given that the number of places in this accredited training is limited, the SCTM reserves the right, in the case of increased interest and the number of applications, to approve the equal presence of representatives of all LSUs, of which all applicants will be informed in due time. The SCTM shall not cover travel and accommodation costs for participants in the training.

If LSU employees wish to apply for regional training, they need to send the filled-in application form to  by the deadline specified in the Schedule for Regional Training for Cities, Municipalities and Urban Municipalities. The filled-in application form to be sent should be:  

  • a scanned version signed by an authorized person, as well as
  • an electronic version (a completed MS Word document with necessary data).
