STRATEGY FOR THE PREVENTION AND PROTECTION OF CHILDREN FROM VIOLENCE IN THE 2020 – 2023 PERIOD, ALONG WITH THE ACTION PLAN FOR 2020 AND 2021, ADOPTED

According to the results of the 2011 census of the population, households and apartments, there are 1,263,128 children living in the Republic of Serbia. Children make up around 21% of the population. Prevention and suppression of violence against children and protection of children from violence are one of the priorities of the national policy of the Government of the Republic of Serbia. Violence against children is a phenomenon that is present in all societies, cultures and parts of the world. A large number of children experience violence on a daily basis, which is a gross violation of children's rights. Violence causes the suffering of the child, seriously endangers the development, well-being, and even the life of the child, while the consequences are often severe and long-lasting, since they can extend into adulthood, and even into the next generations through the so-called mechanism of inter-generational spreading of violence. 

The right to protection from all forms of violence is a fundamental right of every child, and is determined by the UN Convention on the Rights of the Child and a series of international and regional agreements in the field of human rights protection, which the Republic of Serbia has approved. The system of protection of children from violence can be successfully improved through partnerships of state administration bodies, territorial autonomy and local self-government, the public sector (educational system, health care system, social protection system, internal affairs, etc.), judiciary, civil society, family and individuals.

At the initiative of the Council for the Rights of the Child, and with the support of the UNICEF, the Ministry of Labor, Employment, Veterans' and Social Affairs drafted a strategy for the prevention and protection of children from violence 2020-2023, along with the Action Plan for 2020 and 2021 for its implementation.

At the proposal of the Ministry of Labor, Employment, Veterans’ and Social Affairs, the Government of the Republic of Serbia, at its session held on May 21, 2020, adopted the Strategy for the Prevention and Protection of Children from Violence in the period from 2020 to 2023, along with the Action Plan for 2020 and 2021 for the implementation of the said strategy.
