PUBLIC NOTICE of the implementation of the project "Development of Small and Medium-Sized Enterprises and the Development and Improvement of the Appropriate Personnel Profiles"

Pursuant to the Decision of the Municipal Council of Presevo III Number 10-1 of April 3, 2015, Conclusion Number III 06-19/1 of March 4, 2015, Conclusion Number III 06-19/2 of March 4, 2015 and Decision Number III 119-22 of March 4, 2015, the Commission for Training the Personnel for Small and Medium-Sized Enterprises in 2015 and 2016, at its meeting held on April 5, 2015, issued the following

PUBLIC NOTICE

of the implementation of the project "Development of Small and Medium-Sized Enterprises and the Development and Improvement of the Appropriate  Personnel Profiles"

PROJECT DESCRIPTION AND AMOUNT OF FUNDS

           The program of the project "Development of Small and Medium-Sized Enterprises and the Development and Improvement of the Appropriate Personnel Profiles” is dedicated to unemployed persons with university education who for the first time undergo professional training for the occupations for which they completed appropriate schools, who are registered with the employment institution in Presevo and who have no work experience.

            The municipality shall finance the  internship for a period of 12 months, which includes personal income of the employees, as well as their health, disability and personal insurance. The employer shall select the working place and enable vocational training within the possibilities and economic capacities of the enterprise.

           The obligation of beneficiaries of the funds is to employ, for a one-year period,  the persons who submit the application form.    

             The activities that will be supported include - enterprises/processing and manufacturing activities, which include offices for providing business services, accounting agencies, law firms, etc.

             This Program promotes permanent employment of youth in SMEs, which make up the foundation of economic development of the municipality of Presevo.

      The project objectives are as follows:

1. Creation of new jobs for youth,
2. Improvement of the capacities of SMEs, manufacturing enterprises, accounting agencies, law firms etc, 
3. Meeting the requriments for taking the professional examination.

GENERAL RULES

1. Subsidies – what can they be spent on?

1. Subsidies for the socio-economic program enable the employers to create jobs for the employment of unemployed persons who are registered with the National Employment Service’s Branch Office in the municipality of Presevo.  

        The funds earmarked for this program are used to finance the ensuring of employees' wages and contributions.

       2. Who can apply?

      1. Persons who obtained degrees from the faculties where studying lasts for four years  (university level of education or MA/Sc degree).

      2. All employers (SMEs, business and service enterprises and business offices) who have registered businesses in the municipality of Presevo, provided that:

- They regularly carry out their obligations related to taxes and contributions for compulsory social insurance,

-  They have at least one employee,

-  They hire an unemployed person who is registered with the Employment Office, who didn’t complete internship, which is necessary for meeting the requirements for taking the professional examination,

-  They have personnel and other capacities for professional training or have employed mentors who meet the following requirements: possess appropriate qualifications, which are at the level of trainees, and have at least 12 months of professional experience.

Documents required for applying:

1.      Request for participating in the socio-economic program (can be taken at the Economic Development Office, second floor, or downloaded from the website of the Municipality of Presevo www.presevo.rs),

2. A certified copy of university degree (university level of education or MA/Sc degree),
3. A certified copy of the employment booklet,
4. A copy of the decision of the Agency for Registration of the employer's enterprise,

5.      Certificate of the National Employment Branch Office in Presevo that the person ,who is supposed to get employed, is  registered as unemployed, which isn’t older than one month,

6. Mentor’s CVs on the appropriate form,
7. The municipality of Presevo has the right to seek other relevant evidence from the applicant. 

Other information

-          The Commission of the Municipal Council of Presevo has the right to change the requirements of the call for applications, to draw them up again  and not to award subsidies if none of the applicants meet the requirements of the call for applications.

-          Upon the expiry of the Public Notice, the Commission shall evaluate the submitted applications and, bearing in mind the stated criteria, shall decide on the allocation of subsidies.  

-          All candidates shall be informed of the results of the call for applications.

-          Contracts shall be concluded with the selected candidates, in which the mutual rights and obligations shall be specified.

-           The beneficiary of subsidies is obliged to:

♦  Fully honor the rules of the call for applications and the contact, which he/she will sign at the municipality's building,         

♦  Allow the Commission to monitor and control the realization of the contracted commitments, and  

♦ Inform the Commission of any significant changes to the implementation of the Contract within 8 (eight) days from the date of their introduction.     

Upon completing the application, which is on the appropriate form, the said application should be submitted to the Commission for monitoring and implementing the project "Socio-Economic Program for 2015" through the writing office of the municipality’s building, in a closed envelope with the note "Development of Small and Medium-Sized Enterprises and the Development and Improvement of the Appropriate Personnel Profiles."

The call for applications is open from May 4, 2015, until 2 pm on Wednesday, May 20, 2015.

The applications received after the expiry of the competition deadline won’t be considered.
