PUBLIC CALL FOR SUBMITTING PROJECT PROPOSALS FOR THE ESTABLISHMENT AND IMPROVEMENT OF INTER-MUNICIPAL COOPERATION (DEADLINE: JUNE 26, 2019)

As part of the project "Support to the Implementation of the Action Plan of the Public Administration Reform Strategy – Local Self-Government Reform-2016-2019," which is supported by the Government of Switzerland, the Ministry of Public Administration and Local Self-Government (MPALSG) launched a public call for submitting project proposals for the establishment and improvement of inter-municipal cooperation.  

The public call is open to all projects that support inter-municipal cooperation through the establishment of joint bodies, offices, enterprises, institutions and other organizations, in accordance with the law and the statute, with the aim of organizing work more efficiently, improving services and the quality of life of the community. Inter-municipal cooperation, through the exchange of experience, technical or institutional support and capacity building, can be established by all those local self-governments that find economic, cultural, social or other common interest in it.

The general objective of the public call is to support the process of inter-municipal cooperation in accordance with the Law on Local Self-Government.

At least two (2) local self-governmental units may jointly submit the project proposal, with no limitation in the number of cities and municipalities that can participate in the competition as partners.

In addition to local self-governments, eligible to apply as partners are the following: 

  • City municipalities, provided that the lead partner or one of the partners is the city founder
  • Enterprises, institutions and organizations founded by local self-governmental units can participate as partners on the project if they are the lead partner or one of the founder's partners.

The total funds earmarked for the public call amount to 117,000 Swiss francs. The minimum amount that can be approved for projects is not specified, while the maximum amount of grants that can be awarded per project is 58,000 Swiss francs.

Types of activities for which one can apply:

  • Expert support in reconciling the existing Inter-Municipal Cooperation Agreement with the current legal framework;
  • Expert support for the improvement of the knowledge and capacity of partners;
  • Fixing and equipping the facility/premises for the functioning of the inter-municipal cooperation body  
  • Procurement of IT (IT support and software) and other necessary equipment (which is not IT)
  • Other activities not mentioned above, which promote inter-municipal cooperation.

The implementation of the approved projects is planned to begin on July 19, 2019.
