OPEN CALL FOR THE AWARD OF FUNDS COLLECTED ON THE BASIS OF DEFERRED CRIMINAL PROCEEDINGS

This open call is aimed at selecting the subjects whose projects will be submitted to the Government for the allocation of funds collected on the basis of deferred criminal proceedings by the Commission for conducting the competition.  

The total amount of funds provided for the allocation amounts to 351.509 million dinars.

Eligible to apply are all holders of projects in the field of public interest (healthcare, culture, education, charity work etc.) to be implemented in the 2016 financial year (individuals, legal entities, bodies, organizations, public institutions, entrepreneurs, associations, foundations, humanitarian organizations).

The Commission will evaluate the projects according to the following criteria:
- Contribution to the achievement of public interest (healthcare, culture, education, charity work etc.);
- The number and category of persons who will benefit from the project implementation;

- The quality of the proposed project (proposed methodology, expertise and qualifications of the staff that will implement the project, the relationship between the planned project costs and benefits of the project, etc.).

The applications are to be submitted in writing, directly or by registered mail, including a note on participating in the open competition for the allocation of funds collected on the basis of deferred criminal proceedings, in a sealed envelope, within 30 days of the announcement of the competition in the "Official Gazette of the Republic of Serbia". The applications must be submitted to the following address: Ministry of Justice, Nemanjina 22-26, Belgrade.

The allocated funds or a portion thereof shall be paid to the beneficiary of funds following the conclusion of the contract. The disbursement rate and the collateral will be specified in the contract concluded with the beneficiary of funds, depending on the way of and needs of the project implementation. Funds are paid in a special account opened for that purpose, and specified in the contract.

The applications will be opened on the premises of the Ministry of Justice, at 12 o’clock noon on April 28, 2016.  The Commission shall prepare a draft decision on the allocation of funds within 30 days from the deadline for submission of applications and submit it, on the very same day, to the Ministry of Justice, which will, without delay, submit the draft decision to the Government, which decides on the allocation of funds.
