NEW PUBLICATIONS DESIGNED FOR EMPLOYEES IN THE SOCIAL PROTECTION SYSTEM AT THE LOCAL LEVEL

Owing to the project of the German-Serbian development cooperation "Social Protection Services for Vulnerable Groups", which is implemented by the GIZ, the publications "Guide for Providing Social Protection Services in Local Self-Governmental Units" and "Palliative Care - Guide for Social Protection Employees" were published. The publications are intended for employees in the social protection system at the local level, and are the product of the fact that municipalities and cities are recognized by the Law on Social Protection as important stakeholders in providing social protection services. The same role is given to them by the Law on Local Self-Government, according to which the municipality or city adopts development programs, including the development of social protection, while it establishes institutions in the field of social protection, monitors and ensures their functioning, enacts regulations on social protection rights, etc.

The role of municipalities and cities in the development of services is contained in various groups of activities, such as initiating planning, partnerships and innovation, but also responsibilities for the existence of services that are within their competence and for which there is a need among the citizens. This means that they, the municipalities and cities, must provide specific social protection services. The ensuring of social protection services means providing the following: a normative-legal basis, financial resources and one or more organizations that provide the services.
