Implementation of the PBILD Program Provides Support to the Development of South Serbia

The overall goal of two joint programs that are implemented through one approach (PBILD), which are the "Promotion of Peace in South Serbia" and "Capacity Building for Inclusive Local Development in South Serbia", is to reduce the differences that currently exist between Jablanica and Pcinj Districts and the rest of Serbia. The implementation period of the project is until October 2012. The project is funded by the Spanish Fund for Achieving the Millennium Development Goals, the Swedish International Development Agency (SIDA), the Swiss Agency for Development and Cooperation (SDC), the Kingdom of Norway and the United Nations Development Program (UNDP).

The National Employment Office’s (NEO) branches in Leskovac and Vranje are involved in the implementation of the PBILD project as part of the third long - term result of economic development, which is aimed at reducing the differences among population groups, regions or municipalities in the labor market, through the greater and better access to the targeted active labor market programs. The planned activities include: creating and implementing staff development programs of the National Employment Office (NEO) to improve the quality of data collection and analysis of labor market information and to identify priority occupations, to build the capacity of the local branches of the NEO for better access to services and employment programs for vulnerable persons; the establishment of a flexible modular system based on competencies for training and retraining of persons that is aimed at acquiring the skills necessary for employment; on the basis of preliminary activities, creating and implementing a series of programs for employment and training.
The "Peace Building and Inclusive Local Development" program (PBILD) is a joint UN program which is implemented in Serbia’s Pcinj and Jablanica Districts from 2009 to 2012. With a total budget of 9 million US dollars, the PBILD program is financed by several international donors: the Kingdom of Norway, the Spanish Foundation for Achieving the Millennium Development Goals, the Swedish Agency for International Development, Swiss Agency for Development and Cooperation and the United Nations Development Program. The program is implemented through four long-term results and each of them highlights a different aspect of development: social cohesion and human capital, public services, economic development and migration management. The goal of the fourth component is to contribute to the support available for the intended population migration in the target region and its inclusion in the economic and social life of the region. The PBILD program implements this component through the strengthening of the municipal capacities to manage migration, as well as through information and the raising of awareness on migration, and it receives special support for these activities from the Swiss Agency for Development and Cooperation.
