CALL FOR APPLICATIONS FOR SUPPORT PACKAGES TO MUNICIPAL AND CITY GOVERNMENTS (DEADLINE: OCTOBER 10, 2019)

As part of the implementation of the second phase of the project "Human Resource Management in Local Self-Government", which is, in cooperation with the Ministry of Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities, implemented by the Council of Europe, and jointly funded by the European Union and the Council of Europe, the following was issued:

Call for proposals for the implementation of support packages in 30 pilot cities, municipalities and townships for the purpose of improving the human resource management (HRM) function.

Interested cities, municipalities and city municipalities in the Republic of Serbia have the right to participate in the call for proposals. The support will be provided for a total of 50 local self-governments, 30 of which will be selected on the basis of the evaluation of the calls for proposals, while 20 local self-governments that participated in the previous phase of the project will be directly involved in the implementation of the packages.

The Municipal and City Government Support Package involves providing expert support and expertise in key priority areas of human resource management in local self-government, in accordance with the Law on Employees in Autonomous Provinces and Local Self-Governmental Units and by-laws relevant to this field.

In addition to the implementation of the support packages, 50 cities, municipalities and urban municipalities that will be the beneficiaries of those packages will have the opportunity to participate in a special call for expert support and funding (grants) of up to 30,000 EUR, to implement organizational changes and improvements in their local administrations. It is planned to finance 15 projects related to the support, which will be awarded on the basis of set criteria for the award of grants and evaluation of the submitted applications.

The deadline for submitting applications for the participation in the call for the implementation of the support package is October 10, 2019.

With the aim of providing a detailed presentation of support packages to improve the HRM function, the Council of Europe will organize info days in the following cities:

Nis – September 24
Kragujevac – September 25
Novi Sad – September 26
Belgrade– September 27

The applications for participating in info days should be submitted via e-mail to lsg.serbia@coe.int , indicating the city for which you are registering. Applications must be submitted by September 17, 2019 at the latest.
