Call for applications for awarding student scholarships for enrolment in the study courses held at the University of Novi Sad’s and the University of Belgrade’s faculties, the Faculty of Philology – the Department for the Albanian Language and Literature

Pursuant to a decision of the Director of the Coordination Body’s Office of the Government of the Republic of Serbia for the Municipalities of Presevo, Bujanovac and Medvedja 100 Number: 670-00-00002/2015-01 of May 15, 2015,  the Coordination Body’s Office announces the following 

CALL FOR APPLICATIONS

for awarding student scholarships for enrolment in the study courses held at the University of Novi Sad’s and the University of Belgrade’s  faculties, the Faculty of Philology – the Department for the Albanian Language and Literature    

In accordance with the set priorities and in view of the support to the improved quality of education in the area of the municipalities of Presevo, Bujanovac and Medvedja, the Coordination Body’s Office announces a call for applications for granting student scholarships to young people that have residence in the territory of the municipalities of Presevo, Bujanovac and Medvedja.   

The scholarships are granted with the aim of providing conditions for further education and professional development by ensuring financial support to the costs of basic academic studies. The said costs primarily refer to the housing costs (private accommodation or accommodation at the student dormitory), the costs of food, transportation, purchase of textbooks and other study-related costs. 

I REQUIREMENTS OF THE OPEN COMPETITION

Eligible to apply are students of the final year of secondary school and other persons that are up to 22 years old, those that completed secondary school and those that meet the requirements of the call for applications, which are as follows: 

- That they have the citizenship of the Republic of Serbia;

- That they have had residence in the territory of the municipalities of Presevo, Bujanovac and Medvedja for at least two years prior to the date of the announcement of the call for applications.

- That they had excellent marks at secondary school and didn’t repeat any secondary school years;

- That they can speak Serbian;

- That they aren’t enrolled in any faculties in the territory of the Republic of Serbia;

- That they haven’t exercised the right to scholarship at any other call for applications.

In order for a candidate to be finally selected for scholarship, upon meeting the formal requirements and having an interview, he/she must pass the qualifying exam (entrance exam) for enrollment in the first year of basic studies at some of the faculties of the University of Novi Sad or at the Faculty of Philology of the University of Belgrade – the Department for the Albanian Language and Literature   . 

II NECESSARY DOCUMENTS

- Application;

- Curriculum Vitae or CV (it is obligatory for all candidates to provide their contact telephone numbers and active e-mail addresses);

- Certificate of citizenship of the Republic of Serbia which isn’t older than six months (the original  issued by the competent local authority or a certified copy certified by the court or competent municipal administration);

- Birth certificate (the original issued by the competent local authority or a certified copy certified by the court or competent municipal administration);

- Certificate of residence in the territory of the municipalities of Presevo or Bujanovac and Medvedja, which is issued by the Ministry of Interior’s municipal body or a certified copy of ID card, which includes the requested information on residence, provided the student has it, or printed information on the residence that is contained in the new ID card. The Coordination Body’s Office reserves the right to check the information;  

- A certified copy of the certificate of secondary school completion (for all four years of secondary school, or for the first three years of secondary school or the first semester of the fourth year of secondary school for those who are still attending secondary school. The copy is certified by the court or competent municipal administration);

- Cover letter that includes the reasons for opting for enrollment in a particular faculty, the plans for applying the acquired knowledge and skills after graduation and the expected professional contribution to the local community.

If the candidate possesses the evidence of results won at competitions, they can be sent as an attachment to the obligatory documentation.

III SCHOLARSHIP AWARDING PROCEDURE

The procedure of awarding student scholarships begins by adopting a Decision of the Director of the Coordination Body’s Office on announcing the call for applications and by setting up the selection Commission. The selection Commission conducts the procedure for awarding student scholarships in two phases. 

1) In the first stage of the selection procedure, following the expiry of the application deadline, the Commission established under the Director’s Decision draws up a list of candidates who meet the formal requirements of the call for applications and who will be invited to the interview.

The list of candidates who meet the formal requirements of the call for applications will be posted in the Offices of the Coordination Body in Bujanovac and Presevo, at Municipal Administration’s Body in Medvedja and on the website of the Coordination Body (www.kt.gov.rs).

2) In the second stage of the selection procedure, the Commission shall conduct interviews with all the candidates who meet the formal requirements. During the interview, the Commission will assess the communication skills and the motivation of the candidates to study at the faculties of the University of Novi Sad or at the Faculty of Philology of the University of Belgrade – the Department for the Albanian Language and Literature.

The Commission shall assess the candidates' motivation by grades ranging from 1 to 3, in the following manner:

- Grade 3 - Highly expressed motivation

- Grade 2 - Moderately expressed motivation

- Grade 1 - Lack of clear motivation

The Commission shall assess the candidates’ communication skills by grades ranging from 1 to 3, in the following way:

Grade 3 - Expressed communication skills

Grade 2 - Moderately expressed communication skills

Grade 1 - Unexpressed communication skills

The interview with the candidates will be conducted no later than five days after the deadline for submission of applications, immediately after the publication of the list of candidates who have met the formal requirements.

Each candidate who has met the formal requirements will be informed about the exact time and date of the interview by telephone and electronic means (e-mail), which will be considered that the candidates were duly asked for the interview. The notice will be posted on the website of the Coordination Body (www. kt. gov. rs), on the notice boards of the Coordination Body’s Offices in Bujanovac and Presevo and on the bulletin boards of the municipalities of Presevo, Bujanovac and Medvedja.

If the candidate doesn’t appear for the interview at the time at which he/she was called, he/she will be considered to have withdrawn from the scholarship.

Each member of the selection Commission shall individually assess each candidate according to both the criteria. The grades of all the members of the selection Commission for each of the criteria are added and the mean score is calculated. The sum of the average grades for each criterion shall give the total number of points for each candidate.

If two or more candidates have the same number of points, preference will be given to the candidate who has achieved a higher grade point average during the previous years of schooling.

After conducting interviews with the candidates, the Commission shall make a preliminary ranking list of the candidates who will take qualifying (entrance) examinations at the selected faculties.  The list will be displayed in the Offices of the Coordination Body in Bujanovac and Presevo, in the Municipal Administration Body’s building in Medvedja, on the notice boards of secondary schools and on the website of the Coordination Body (www. kt. gov. rs).

In order for the candidate to be finally selected for scholarship, upon meeting the formal requirements and having an interview, he/she must pass the qualifying exam (entrance exam) for enrollment in the first year of basic studies at some of the faculties of the University of Novi Sad or at the Faculty of Philology of the University of Belgrade – the Department for the Albanian Language and Literature   . 

The final decision on awarding scholarships shall be reached by the Director of the Coordination Body, after taking the qualifying examination for enrollment in the first year and only for those candidates who have passed the entrance exam at the University of Novi Sad and at the Faculty of Philology of the University of Belgrade – The Department of the Albanian Language and Literature.  

IV AMOUNT AND PAYMENT OF SCHOLARSHIP

The net amount of the approved scholarship, which is 45, 000.00 dinars, is to be paid for the current year of study in nine monthly installments as of October 2015.

Scholarships are paid into the bank accounts of the scholarship beneficiaries.

The payment of the approved scholarship shall be suspended in the event that a candidate spends it improperly, that the candidate  doesn’t fulfill the requirement to enroll in the next semester or fails to meet the requirement for enrollment in the next year of study and if the candidate abandons studying.

The rights and obligations of scholarship beneficiaries are specified in the contract on granting scholarships, which the candidates, upon final decision on the award of scholarships, sign with the Coordination Body’s Office.

V  DEADLINE FOR SUBMITTING APPLICATIONS AND DOCUMENTS

The deadline for submitting applications is 11 days and it starts running on the first day after the announcement of the Call for applications in the “Politika” daily, which covers  the whole territory of the Republic of Serbia.   

The candidates from the municipality of Bujanovac are to submit their applications for the scholarship call for applications, along with the attached documents, personally,  to the Coordination Body’s Office in Bujanovac (the building of the municipality of Bujanovac, 115, Karadjordja Petrovica St), while the candidates from the municipality of Presevo are to submit them to the Coordination Body’s Office in Presevo (12, Save Kovacevica St) and the candidates from the municipality of Medvedja to the service center of the local administration in the municipality of Medvedja (48, Jablanicka St), in a sealed envelope with the note: CALL FOR APPLICATIONS FOR STUDENT SCHOLARSHIPS, DO NOT OPEN UNTIL THE EXPIRY OF THE APPLICATION DEADLINE. 

The application deadline expires at 3 pm on the last day of the said application deadline. 

The body receiving the application places the admission stamp on it, as well as the date when the application was received.

Late applications shan’t be taken into consideration, while incomplete and incorrect applications shall be rejected.

The ranking list of candidates shall be made by the selection Committee, upon the completion of scoring.

All applicants have the right to file a complaint within 8 days from the date of publication of the list of candidates, upon completion of the interview.

Complaints are to be submitted in the same way as the applications, personally,  the candidates from the municipality of Bujanovac to Office of the Coordination Body in Bujanovac (the building of the municipality of Bujanovac, Karadjordja Petrovica 115), the candidates from the municipality of Presevo to the Office of the Coordination Body in Presevo (12, Save Kovacevica St) and the candidates from the municipality of Medvedja to the service center of the municipal administration building in Medvedja (48, Jablanička St).  The deadline for the submission of complaints expires at 3 pm on the last day of the deadline for lodging complaints. 

Candidates become scholarship beneficiaries only upon passing the qualifying (entrance) examination for enrollment in the first year of study and upon enrolling in the first year of study at some of the faculties of the University of Novi Sad and the Faculty of Philology of Belgrade University – the Department of the Albanian language and Literature and upon signing a contract with the Coordination Body’s Office.
