Upon studying Serbian for three months, 90 secondary school students from Presevo received the appropriate certificates. They will, now, have a better chance of getting a job at the governmental institutions. The said course in Serbian was funded by the Coordination Body of the Government of the Republic of Serbia for the Municipalities of Presevo, Bujanovac and Medvedja, whereas it was organized by the “International Human Center” NGO. The latter organization said that it would also organize a course in Serbian for the Albanians employed at both public and private companies. According to the data, the people were extremely interested in the said course, so that 120 Albanians registered to do it, even though only 90 persons could take it.  

Economic issues are noticeable in Presevo, while only a small number of Albanians work in public institutions. Open competitions for vacancies in the customs, the custom administration and other public institutions are currently announced, so that it is necessary for the Albanians to be able to speak Serbian. 

On June 1, 2011, an advanced course is Serbian is going to be organized for 28 beneficiaries of the course for beginners, who had achieved the best results, said the International Human Center.   

After finding out that there are over 15,000 illiterate people in the territory of all seven municipalities of the Pcinj district, the “Second Chance” project was launched and the citizens, who are over 15 years old, were asked to register for the project, so that they could complete elementary school on a part - time basis.  

“Most of the illiterate persons are Roma, so that we expect that the biggest number of persons to attend the elementary school on a part-time basis will be Roma.  The registering for the project will last until this September, said Mirjana Petrovic, Principal of the Vranje-based elementary school for education of the adults. The “Second Chance” project is implemented under the auspices of the EU, which earmarked four million euro for that purpose.

Pursuant to a contract concluded with an Italian investor, the first out of ten mini- hydroelectric power stations is going to be build on the South Morava River, near Vladicin Han, said Nenad Mitrovic, President of the municipality of Vladicin Han. He sated that the value of the project is 20 million euro, as well as that it would be completed over the next few years. 

As part of the PBILD Program, which is implemented by the United Nations, eight representatives of the municipalities from the Jablanica and Pcinj districts signed contracts for implementation of the regional development project, the overall value of which is 500,000 US $. “The goal of the development projects donation is to promote a balanced socio-economic development in South Serbia, including the opening of new working places, generation of income, regional economic development, cooperation and partnership of all southern Serbian municipalities”, said Nicholas Hercules, PBILD Program Manager.   

An open competition for regional development projects was announced in November 2010. The southern Serbian municipalities applied with the total of 18 projects, while the Program Managing Board approved the donated funds for eight out of 18 projects. Twelve municipalities are going to implement these projects in partnership with the others. Nils Ragnar, Ambassador of the Kingdom of Norway to Serbia, and William Infante, Resident UN Coordinator in Serbia, signed the contacts concluded with representatives of the local self-governments.
